ABOUT US

Perception Planning has a team of resource management planners offering expert advice on a comprehensive range of planning issues and processes. We employ and work alongside experts to provide our clients with friendly and objective professional advice.

We work throughout New Zealand on a wide range of projects for businesses, government organisations and individuals. Our strong relationships with other service providers, including other planners, engineers, architects, landscape architects, archaeologists and environmental scientists, mean Perception Planning is able to offer a complete range of professional services to assist you with your project.

PHILLIP PERCY, DIRECTOR
phillip percy

Phillip has practiced as a resource management planner since 1998 in a range of planning roles. He has worked for local government organisations in New Zealand and the United Kingdom and for consultancy firms based in Christchurch and Wellington before establishing Perception Planning Limited in 2007.

Phillip has a Bachelor of Resource and Environmental Planning degree with honours (physical geography specialisation) from Massey University, He combines his technical planning skills with a wealth of experience gained from working on a wide range of projects. Phillip has significant experience with:

  • Plan changes, re-zoning and policy development for district and regional planning documents.
  • Large residential, rural and industrial subdivisions and developments.
  • Resource consents for discharges of stormwater, wastewater and other contaminants.
  • Planning advice on major infrastructure projects.
 
HELEN MARR, DIRECTOR

Helen has been practising as a planner since 2000. She has worked for local and central government organisations in New Zealand and the United Kingdom, including Greater Wellington Regional Council, the Ministry for the Environment and Horizons Regional Council.

Helen has a Bachelor of Resource and Environmental Planning degree with honours (environmental science specialisation) from Massey University. She combines her technical planning skills with project management skills, most recently taking responsibility for managing the development of New Zealand's first combined regional policy statement and regional plan Horizons One Plan. Helen has significant experience with:

  • Policy development.
  • Community consultation.
  • Excellent knowledge of a broad range of regional planning issues.
